There is a memorandum from DOJ's Office of Legal Counsel (OLC) that not only supposedly gives legal authority for the murders of these civilians who allegedly are carrying drugs, but also promises immunity from prosecution for everyone who takes part in the extra-judicial murders.

A new lawsuit is seeking release of the OLC memo and other documents through enforcing a Freedom of Information Act (FOIA) request. Here's the 11-page Complaint:
