	<description><![CDATA[<p><span style="white-space:pre-wrap;"><strong>Davidson County Chancellor Patricia Head Moskal</strong> wrote that <strong>Tennessee Governor Bill Lee</strong>'s authority to deploy the <strong>National Guard</strong> is </span><i><span style="white-space:pre-wrap;">"not unfettered"</span></i><span style="white-space:pre-wrap;"> and ruled their current deployment to <strong>Memphis </strong>to act as law enforcement violates the state's constitution. She wrote, </span><i><span style="white-space:pre-wrap;">"The governor may only call the militia into service in cases of rebellion or invasion and only with the General Assembly's declaration that the public safety requires it."</span></i><span style="white-space:pre-wrap;"> Some of the outrageous costs of these deployments were also revealed, as the state is claiming it will cost at least $8M just to stop their deployment.
