	<description><![CDATA[<p><span style="white-space:pre-wrap;">They have "partially funded" the food aid program, but say it could take states <strong>weeks or months</strong> to calculate and distribute the benefits. They have a <strong>$6 billion</strong> contingency fund, but have been refusing to use it. We always have money for wars, but never for the benefit of our people.
