They would send Israel a payment with the first three digits of the sum being the telephone dialing code of the country that requested data. Israel has been committing lots of international crimes, including war crimes and genocide that they want to keep hidden from the public. A lot of their secret files have been hacked and posted on DDOSecrets. Another question is if Google and Amazon have agreed to shady deals like that, who knows what else they've been doing?
